List audit events for the calling tenant. Gated to tenant-tier admins (TenantAdmin, TenantOwner, PlatformAdmin) — regular operators / customers / drivers should never see this surface. Phase 4 may further restrict by a VIEW_AUDIT_LOG permission within TenantSettingsPermissions.
